Documents relating to the preparation of the local plan which were published prior to submission

These pages present details of the assessments, evaluations and evidence that was gathered as part of the process of preparing the Purbeck Local Plan (2018-2034) up to the point when we published details of the Local Plan that we intended to submit for examination by the Planning Inspectors.

The pages include supporting evidence relating to several different issues, including the environment, housing, economy, infrastructure and delivery. We have also shared details of the consultations that were undertaken as part of the Local Plan making process in 2015, 2016 and 2018, prior to publication of the ‘Pre-submission’ draft Local Plan in Autumn of 2018.

Purbeck Local Plan Part 1 (2012)

The adopted Purbeck Local Plan (2018-2034) supersedes and replaces all the policies in the previously adopted Purbeck Local Plan Part 1 (2012). As part of the review of the earlier 2012 Local Plan we considered the assessments presented in the Habitats Regulation Assessment and undertook a scoping exercise for the Sustainability Appraisal evaluations of the new Local Plan. These documents are presented below for context as they informed work on the new Local Plan.

Issues and Options Consultation 2015

This was the first of three consultations which were undertaken as part of the process of preparing the new Local Plan. This consultation had a relatively wide scope, as we sought views on the issues and options that would need to be considered in the new Local Plan. When we started the process of preparing the new Local Plan we anticipated that the issues could be addressed through a ‘partial review’ of the earlier Purbeck Local Plan Part 1 (2012).

Options Consultation 2016

This was the second of three consultations which were undertaken as part of the process of preparing the new Local Plan. This consultation had a narrower scope than the earlier issues and options consultation. Through the consultation we sought views on a series of options for development strategies and policies. As in the earlier consultation, we anticipated that the changes to the 2012 Local Plan could be made through a ‘partial review’.

Planning Advisory Service review

Between the second and final consultation we arranged for the Planning Advisory Service (PAS) to undertake an independent review of the Local Plan making process.

PAS is independent, working neither for a particular company, nor any individual political party, and is part-funded by government to support local authorities in their planning functions. The findings from the PAS review are presented in their final report. 

New Homes for Purbeck consultation

This was the final consultation undertaken as part of the process of preparing the new Local Plan. This consultation had a narrower scope than the earlier consultations, and focused three development strategies with site allocations for meeting the areas housing needs and selected policies relating to new homes. Following the PAS review we now anticipated that we would prepare a new Local Plan which would supersede the previously adopted 2012 Local Plan.

Pre-submission publication

Following the ‘New Homes for Purbeck’ consultation at the start of 2018 we published the new Local Plan for comments between 22 October and 3 December 2018. The pre-submission draft of the new Local Plan took account of responses made in the earlier consultations and the evidence that had been gathered during the Local Plan making process to date. As part of the publication we presented a draft of the new Local Plan that we intended to submit for examination by the Planning Inspectors and gave the opportunity to make responses on this draft Local Plan and the supporting documents.
