Where you can use this permit

You can park:

  • in shared‑use bays (resident permit holders and pay‑and‑display)
  • in residents’ permit areas
  • in limited‑waiting bays up to 3 hours, except where the posted limit is 4 hours, which overrides the permit
  • on single or double yellow lines, up to 3 hours, only where there is no loading ban and it is safe to do so

Where you cannot use this permit

You cannot use this permit:

  • in car parks
  • on private roads
  • on yellow lines where there is a loading ban
  • by zig‑zag road markings outside schools
  • bus stops or turning areas
  • pedestrian crossings
  • taxi, doctor or disabled bays
  • across dropped kerbs

Eligibility for a healthcare permit

You can apply if you are a healthcare professional that makes home visits for medical‑related purposes or domiciliary care.

Your application will need to be verified by:

  • a practice manager
  • your line manager
  • a person of authority in the provider organisation

The permit is to help you park only while visiting patients or clients at their homes to provide medical support or domicillary care. You cannot use it to park near your normal place of work or for non care purposes.

Costs and applying for a healthcare permit

Our healthcare permits cost £17 per permit and last for 12 months. You can pay online once you submit the form.

You can apply up to 28 days ahead of your permit expiring.

Before you start

You will need:

  • details of a line manager, practice manager or person of authority in the organisation
  • details about the permit holder including evidence of identification and job title. This could be a photo of: 
    • a letter from your organisation confirming your employment
    • your employment contract
    • your work ID badge  
  • vehicle registration for the permit
  • a way to pay online for your permit

Receiving and using your healthcare permit

Once payment is made and a permit number is issued, a healthcare permit and our terms and conditions of use will be posted to your manager's place of work.

It must be displayed in the windscreen of the vehicle and set to the time you parked.

You can park for up to 3 hours using this permit.

The healthcare permit scheme:

  1. On parking, the disc must be set at the time of arrival.
  2. The permit must be clearly displayed in the windscreen of the vehicle.
  3. The permit may be used:
    • on a double/single yellow line, for up to 3 hours (but not if there is a ban on loading)
    • in shared use bays (resident permit holders and pay and display) and limited waiting areas for up to 3 hours. Please refer to the full terms and conditions of use which are provided with this permit
  4. Failure to comply with the terms and conditions of use may result in a penalty charge notice being issued.

The permit is only to be used for making visits to patients or clients in their homes for medical related purposes or domiciliary care.

You can use the permit:

  • on a double/single yellow line where it is safe to do so, for up to 3 hours (but not if there is a ban on loading*)
  • in shared use bays (resident permit holder bays and pay and display bays) for up to 3 hours
  • in resident permit areas limited to 3 hours
  • in limited waiting areas, for up to 3 hours, unless the waiting period is 4 hours, which will override the permit

You cannot use the permit:

  • on any yellow lines where there is a ban on loading or unloading (indicated by yellow chevron marks on the kerb or a nearby sign)
  • in off-street pay and display car parks
  • on private roads
  • where there are double white lines in the centre of the road, even if one of the lines is broken
  • outside schools protected by zig-zag lines
  • on a bus stop, bus waiting area or bus turning point
  • on a pedestrian crossing of any type or any white zig-zag lines
  • on a taxi bay, doctor’s bay, or disabled bay
  • on a dropped kerb

The permit does not override your responsibility to park:

  • with proper care and attention
  • without causing an obstruction
  • without causing a hazard to other road users or pedestrians

The permit cannot be used with any other parking discounts or concessions.

Managing and updating your healthcare permit

Your permit is registered to the vehicle you are using. If you need to change the permit your vehicle is registered to, use our online form to tell us. We need to update our records to your new vehicle to make sure you are not issued a parking fine (ticket, Penalty Charge Notice, PCN).

New employees should apply for their own permit. Permits cannot be transferred to another person.

If a permit has been altered or tampered with, we will issue a PCN to the vehicle displaying the permit.

If your permit or vehicle is stolen, we can issue a replacement once you provide a crime reference number from the police so that we can confirm the theft of the permit or vehicle.

The loss of a permit must be reported immediately. You will then need to apply for a new permit.

We will withdraw any permit that has been improperly applied for or misused.

Renew or cancel your healthcare permit

We do not automatically renew permits. Once your permit expires you will need to apply for a new one.

We will send you an email 1 month before your permit expires to remind you that you need to apply for a new one. You can purchase a permit up to 28 days in advance by selecting the day after your permit expires to help avoid receiving a parking fine (ticket, Penalty Charge Notice, PCN).

Cancelling your permit

You need to use our online form to cancel your healthcare permit if you:

  • no longer work in the area
  • no longer visit patients at home to provide domiciliary care
  • are leaving the organisation you work for. New employees should apply for their own permit. You cannot transfer your permit to a new employee
