Overview

A permit is required to preserve or improve the amenities of the roads covered in the county of Dorset (various roads, Purbeck District) (Prohibition of use of Highways by Contract Carriages) Order 1975.

You need a Permit if you want to take a restricted vehicle onto certain roads in Purbeck. Vehicles subject to the restriction include:

  • coaches with 12 seats or more
  • minibuses with 12 seats or more

Destinations covered by the order include:

  • Church Knowle
  • Creech Hill
  • East Creech
  • Kimmeridge
  • Steeple
  • Tyneham
  • West Creech Hill
  • roads to Worth Matravers

Charges

You will not be charged a fee for this permit.

(Please note that there is a toll fee on the private road to Kimmeridge. It operates from the beginning of March to the October school half-term, inclusive, at a cost of £20 per coach and £10 per minibus.)

Conditions

A Permit is issued with the following conditions:

  1. A full and complete application with supporting documentation must be submitted with at least 14 days' notice.
  2. Where at least 14 days' notice cannot be given, reduced application periods must be pre-approved by the council but the council reserves the right to decline any requests.
  3. A permit is issued and is valid for one calendar day only, at the times of arrival and departure.
  4. Any changes necessitating amendments to a licence are communicated to the council at the earliest opportunity.
  5. Any changes necessitating the cancellation of an application are communicated to the council at the earliest opportunity.
  6. Drivers of permitted vehicles must be mindful of the narrow roads and take care to preserve local amenities.
  7. Only vehicles covered by the permit may enter the restricted area.
  8. The permit must be clearly displayed on the dashboard of the authorised vehicle or shown whenever required.
  9. Vehicles must not stop or wait in a way that obstructs roads or private property.
  10. Vehicles are not allowed to wait on roads with waiting restrictions or at designated bus stops.
  11. Vehicles must be parked off the highway for the duration of the visit.
  12. For visits to Worth Matravers, after dropping off passengers, the vehicle must leave the restricted area and may only return for pick-up. Coach and minibus parking is prohibited in the Worth Matravers public car park.
  13. For visits to Tyneham and Kimmeridge - additional requirements may apply, as some roads are privately owned.
  14. The council accepts no liability for any claims or loss, damage, injury, or death arising from the provisions made in this Permit.
  15. Where the council provides a Permit to facilitate the proposed activity, the council accepts no liability for any claims or loss, however arising, from needing to accommodate statutory works of an urgent or emergency nature

Complete applications must be received at least 14 days before the proposed travel date.

Visits to Kimmeridge Bay

Please note that access to Kimmeridge Bay is managed by a private toll road, operated by a land agent (not the council).

It operates from the beginning of March to the October school half-term, inclusive.

The toll charge is £20 per coach and £10 per minibus.

Booking is not required but enquiries should be directed to the land agent on 01747 820031.

Visits to Tyneham

Tyneham village is within the jurisdiction of the MOD, and general access is under their control. Sometimes roads here are closed during firing times.

Visits to Worth Matravers

There is no coach or minibus parking available in the village and access with a permit is permitted for drop-off and collection only.

Incomplete or late applications could result in a delay with issuing a licence, a delay to the licence start date or even an application being declined.

It should take no more than 5 minutes to complete an application.

A permit can cover multiple vehicles but is only valid for one calendar day, and you will need to specify the date which the permit needs to cover.

If you need to make multiple journeys over the course of a day or days, you'll need to apply for a permit for each situation.

You'll also need to tell us:

  • your details including a valid email address which will be used for correspondence, and the email address to which the license approval and permit will be sent
  • the destination
  • the arrival and departure time
  • where the vehicle(s) will be parked during the visit
  • name of the coach company/proprietor
  • types of vehicles to covered (coach or minibus)
  • number of vehicles to be covered by the Permit
  • the organisation being carried

After you apply

You will receive an automated acknowledgement by email usually within 30 minutes. Please make note of the reference number provided which should be used in all correspondence related to the permit.

If anything changes

If you need to update your application, your Permit or cancel it altogether, at any time, you must let us know. Your acknowledgement email will tell you how to do this.
