Concessionary Bus Travel Scheme Terms and Conditions

  1. All applicants must be resident within the Scheme area. The Scheme area is Dorset Council’s administrative area.
  2. For the purposes of the national bus pass a person is resident in the Scheme area if the address provided is their sole or principal residence. There is no obligation to issue a pass to those who are temporarily staying in the area.
  3. The Scheme reserves the right to withdraw any pass from use at its discretion.
  4. The Scheme shall use its discretion to withdraw any pass where evidence is brought to its attention that proof used in support of eligibility for a pass is subsequently found to be inaccurate or fraudulent.
  5. Passes remain the property of the Scheme in their entirety.
  6. Passes are valid until the agreed expiry date (printed on the pass) or until a time as agreed by the Scheme.
  7. Time expired passes will be replaced free of charge automatically, or by notification from the Scheme prior to the expiry date subject to continuing eligibility.
  8. All applicants must notify the Scheme of any changes in personal circumstances. This includes contact details and eligibility.
  9. The Scheme shall use its discretion to withdraw any pass where the pass holder has continually been reported for abusive and/or aggressive behaviour towards the bus driver/inspector and/or other bus passengers.
  10. The pass must be shown to the driver at the start of every journey in order to prove entitlement to fare reductions as laid down by the Scheme, otherwise the full commercial bus fare is payable.
  11. Where ‘smartcard readers’ are active, pass holders will be required, where relevant, to record their journey transaction through the Electronic Ticket Machine. Pass holders are still required to show their pass to bus drivers before placing their pass on the reader so that the driver can confirm the pass is correct for the person showing it.
  12. If the pass holder moves residence the pass may not be valid and must be returned to the Scheme.
  13. The pass must be shown to any on-bus/off-bus inspector or authorised officer upon production of relevant identification.
  14. Mutilated or defaced passes will not be accepted and may be withdrawn by the driver or authorised officer.
  15.  Any fraudulent use of the pass may result in the pass being confiscated by the bus operator or authorised officer.
  16. The Scheme reserves the right not to reissue a replacement pass where fraudulent activity has been found to occur.
  17. The Scheme reserves the right to consider progressing prosecution and legal action where a pass has been found to be used fraudulently. 
  18. The Scheme reserves the right to amend and change the general terms and conditions of pass usage and/or the concessionary bus travel scheme from time to time subject to statutory notice periods.

Data Protection Act 1998 – Fair Processing Statement The information provided with an application for a concessionary bus pass and a photograph will be recorded and will be used for providing concessionary travel services by Dorset Council. Dorset Council is under a duty to protect the public funds it administers and to this end may use the information provided for the prevention and detection of fraud. It may also share information with other bodies responsible for auditing or administering public funds for these purposes.
