Residents of hostels

Any person who is a resident of a hostel which is used for:

  1. Providing residential accommodation as a hostel or night shelter: and
  2. Not in separate and self-contained premises: and
  3. Provided for persons who have no fixed abode or no settled way of life; and
  4. Provided under a license to occupy which is not a tenancy
