What are USRNs
Underpinned by legislation and statutory duties to name and number streets, maintain public highways, and support the Department for Transport’s Street Manager platform for planning and recording street works; every council assigns thousands of USRNs.
Each USRN uniquely identifies a section of street so that its designations, restrictions, impacts and administrative functions can be accurately recorded and managed.
The extent of each USRN is defined by the council based on the physical, functional, maintenance and administrative boundaries of a street. These extents are set independently of any licence providers.
Charging
Activities that span multiple USRNs:
- can generate extra and wider impact to the public and the highway network than activities at a single location would
- create additional administrative work for the council, both in issuing licences and in ensuring that all licence conditions are met
Charges are therefore based on the extra steps required to facilitate works and activities, particularly where they cover large or complex areas of the network.
How many USRNs will an activity affect?
You may need to check whether any additional charges apply if the work, event or other activity includes:
- a length of several hundred metres
- a junction or junctions
