Other information the customer submits when accessing any council service through the online account, the lawful basis will be identified in the relevant service privacy notice.  Generally, the lawful basis used by council services is article 6(1)(e) UK GDPR – information necessary for the performance of a task in the public interest or in the exercise of official authority.
