This accessibility statement applies to our Council Plan performance dashboard hosted on PowerBI. 

We are working on accessibility improvements to make the Council Plan performance dashboard as accessible as possible. However there are some accessibility issues with the PowerBI dashboard. 

How accessible the dashboard is

We know some parts of the dashboard aren’t fully accessible:

  • some headings, text and icons do not meet minimum contrast requirements
  • the dashboard does not resize properly when zoomed to 200%
  • the tab order on some pages is not logical so may make keyboard navigation difficult
  • the Red, Amber, Green status used on the dashboard is reliant on colour alone in some places with no text labels
  • buttons and links lack visible focus and active state indicators
  • alt text is missing on some data visualisations
  • when zooming in on devices with smaller screens, you may need to scroll vertically and horizontally to view all content
  • the size of some fonts is very small which may be difficult to read.

Non-compliance with the accessibility regulations

The content listed below is non-accessible for the following reasons:

  • content does not resize correctly so users may need to scroll vertically or horizontally. This fails WCAG 2.2 success criterion 1.4.10 (reflow)
  • icons used for navigation do not have accompanying visual text descriptions. This fails WCAG 2.2 success criterion 1.1.1 (non-text content)
  • some heading colours, form field outlines and dropdown menus do not meet minimum contrast requirements. This fails WCAG 2.2 success criterion 1.4.3 (contrast minimum)
  • the red, amber, green (RAG) status relies on colour alone without text labels. This fails WCAG 2.2 success criterion 1.4.1 (use of colour)
  • text does not resize properly when zoomed to 200%. This fails WCAG 2.2 success criterion 1.4.4 (resize text)
  • the tab order is not logical, making keyboard navigation difficult. This fails WCAG 2.2 success criterion 2.4.3 (focus order)
  • some buttons and links lack visible focus and active state indicators. This fails WCAG 2.2 success criterion 2.4.7 (focus visible)
  • some data visualisations lack descriptive alt text. This fails WCAG 2.2 success criterion 1.1.1 (non-text content)

Disproportionate burden

At this time we have not made any disproportionate burden claims.

What we’re doing to improve accessibility

We have published a text summary for our last quarter’s performance report as an alternative to the dashboard. 

We are making accessibility improvements and changes to the dashboard’s design and aim to have these complete by the end of March 2026. 

We will raise accessibility issues we are unable to resolve with Microsoft.

This website was last tested on 4 December 2025 by Dorset Council's Content Design team. A mix of automated tests and manual checks were used to test the site.
