Purbeck Local Plan Review

We are reviewing the Purbeck Local Plan. Once adopted, the plan will be used to approve or refuse planning applications and will set out the vision and objectives for the Purbeck area. We set out our timetable for preparing planning policy documents in the Local Development Scheme.

Examination

On Monday 28 January 2019, we submitted the Purbeck Local Plan and the Community Infrastructure Levy (CIL) Charging Schedule to the Secretary of State for Housing, Communities and Local Government for examination in public. We also submitted the supporting evidence and the comments received on the publication draft of the Purbeck Local Plan and the CIL Charging Schedule. Beverley Doward BSc, BTP, MRTPI has been appointed as an independent planning inspector by the Planning Inspectorate to undertake an examination of both documents. Helen Nolan has been appointed as the Programme Officer, to assist the inspector in ensuring the smooth and efficient running of the examination process.

The inspector will conduct a series of hearings during one week in July and one week in August 2019 as part of the examination of the Purbeck Local Plan. The hearings will take place at Dorset Council Offices, Westport House, Worgret Road, Wareham, BH20 4PP. They are scheduled to begin at 10.00am on Tuesday 2 July 2019 and then 9.30am for the remaining days of the week Wednesday 3 July, Thursday 4 July and Friday 5 July 2019. The second week of hearings is scheduled at the same venue starting at 9.30am on Tuesday 6 August 2019 and for the remaining days of the week on Wednesday 7 August, Thursday 8 August finishing on Friday 9 August 2019. Please refer to the draft programme for the hearings which outlines which matters will be considered at each session and the guidance note which the inspector has prepared for the hearings if you plan to attend or are entitled to prepare a response to any of the questions which
the inspector has raised.

The CIL Charging schedule will be examined after the Local Plan. Details about these hearing sessions will follow later.

Following the examination we will publish the inspector’s report and recommendations.  If the inspector considers that main modifications to the plan are needed, there will be another opportunity to comment on any proposed changes before the plan is finalised. Representations received on these modifications will then be forwarded to the inspector to take into account in finalising her report. Once finalised the plan and charging schedule will be adopted by Dorset Council which is likely to be towards the end of this year.

SD01a-Purbeck Local Plan

The pre-submission policies map (SD49), and key (SD50), identifies changes to green belt boundaries on land at Morden Park for a holiday park. The holiday park, and proposals for a suitable alternative natural green space (SANG), are referenced in ‘Policy I5: Morden Park strategic suitable alternative natural green space (SANG) and holiday park’ of the pre-submission draft version of the Purbeck Local Plan. The exceptional circumstances for changes to green belt boundaries for the holiday park at Morden Park are described in the pre-submission version of the Council’s Green Belt Study (October 2018). Because of concerns over the deliverability of Morden Park SANG the Council has invited the Inspector who is examining the local plan to consider modifications (as listed in document SD14) to paragraph 257 and Policy I5 of the pre-submission draft version of the local plan and prepared an updated Green Belt Study (January 2019) (listed as document SD24).
