Closed Business Lockdown Payment (CBLP)

The Closed Businesses Lockdown Payment (CBLP) is a one-off top up grant to support businesses that must close from 5 January 2021 due to the introduction of national restrictions. Businesses that are required by the government to close include non-essential retail, leisure, personal care, sports facilities and hospitality businesses.

It is for businesses that pay business rates on their premises.

Eligible businesses will be paid automatically

This grant is in addition to the Local Restrictions Support Grant (LRSG) (Closed) Addendum and businesses that are eligible for that are also eligible for the CBLP.

You do not need to apply for this grant if you previously applied for and received the LRSG (Closed) Addendum for November. We will automatically process your payment for the CBLP shortly.

If you are eligible but have not yet applied for the LRSG (Closed) Addendum for November, you should submit an application.


The grant amount is based on the rateable value of your business. If your business has a rateable value of:

  • exactly £15,000 or under on 5 January 2021, you will receive £4,000
  • £15,001 and less than £51,000 on 5 January 2021, you will receive £6,000
  • exactly £51,000 or above on 5 January 2021, you will receive £9,000


Any grant income your business receives is taxable. You must include the Closed Business Lockdown Payment as income on your tax return. You'll only pay tax if your business makes an overall profit once grant income is included.

Fraud or payment in error

We will not accept deliberate manipulation and fraud. Any business caught falsifying their records to gain grant money will face prosecution and funding issued will be recovered. Funding may also be recovered for any grants paid in error.

We undertake pre and post payment checks to combat the risks of fraud and payment error.
