What we will achieve


We will aim for:

  • a shift of thoughts and behaviours from 'late intervention when it's bad enough/reaching thresholds' to a positive approach, earliest help possible: what can I do?
  • shared ownership of early help and thinking beyond organisational boundaries
  • agencies ensuring strengths and skills of the whole system are understood and endorsed: everyone can describe where they fit into the system

Actions


All agencies must:

  • value, prioritise and show commitment to early help
  • measure, record and report on the impact of their early help offer at individual agency level and collectively through Local Alliance Groups and Strategic Alliance
  • undertake the lead practitioner role and are guided by the wishes of the family
  • use the FPZ partnership sites

Impact


We want families to:

  • report positive outcomes from the early help they have experienced
  • experience timely support initiated by the agency who first becomes aware of their difficulties

Strategy

What we will achieve


  • we understand the outcomes we're collectively trying to achieve
  • we can describe the difference we're making

Actions


  • agencies, local alliances and the Strategic Alliance for Children and Young People (SACYP) interrogate outcomes evidence and use to inform delivery and improve performance
  • agencies agree consistent performance measures for early help
  • SACYP and local alliances will plan and do, based on quarterly review
  • an annual report is published on the impact of early help for Dorset's children

Impact


  • families will be able to describe the difference made by early help
  • Dorset's children and young people will feel supported, valued, encouraged and empowered by the communities they're a part of

Leadership

What we will achieve


  • we understand out total resource for early help across the system
  • each agency will be clear about what interventions they offer and to what end (and keep this updated regularly)
  • we pool financial and other resources and collaborate to meet population needs and improve outcomes

Actions


  • SACYP and local alliances will quantify the amount dedicated to specific projects against Dorset and local priorities

Impact


  • families know where and when they can access help and have a seamless, consistent experience
  • agencies understand their contribution to the whole early help system

Workforce development

What we will achieve


  • we enable the whole system to feel confident and equipped to manage risk
  • we enable the whole system to be accountable
  • Early Help: Understanding Your Role will be treated with equal value and status of Levels 2/3 safeguarding

Actions


Agencies will:

  • commit to planning, co-delivering and attending key workforce development opportunities, for example, Early Help: Understanding Your Role/Safe in Uncertainty event
  • conduct a skill review for their workforce, testing for key skills in providing early help
  • prioritise Early Help: Understanding Your Role for their practitioners

Impact


  • families benefit from the right intervention at the right time, in the right place

Date


Due date is September 2019 and June 2019.

Delivery

What we will achieve


  • local need determines the local, multi-agency response at a community, cohort and individual level
  • each local alliance group will be clear about what interventions are needed and there's a multi-agency commitment to delivery

Actions


Agencies will:

  • record their early help activity and the difference it's making
  • develop and sign up to information-sharing protocols and make sure they share information within local alliances and across the partnership where appropriate
  • use the zone partnership sites to plan and reflect on early help activity

Impact


  • families will only have to tell their story once
  • communities, cohorts, families and individuals will experience the right services at the right time
